With the end of the cold war, issues of environment and economic development are assuming greater international salience. By the 1970s, environmental degradation was becoming pervasive, with growing global effects. Increasingly, global and emergent globalized problems are forcing environmental interdependence on the world. Transboundary threats cannot be addressed unilaterally by any single country or group of countries. The global environmental agenda is reviving the North-South debate and rejuvenating the Third World coalition in international fora. The encouragement of environmentally sustainable forms (...) of industrialization in the South requires expanded and improved international cooperation. However, the North’s greater resources and greater responsibility in causing global environmental degradation require its continuing involvement in the search for solutions, including ones applicable to newly industrializing countries. In June 1992, the largest intergovernmental conference ever held was convened in Rio de Janeiro to address these issues: the United Nations Conference on Environment and Development (UNCED, or the Earth Summit). It produced a consensus action plan of about 700 pages: Agenda 21. Agenda 21 presents massive challenges for international cooperation as well as for national and private actors and scientific and technical institutions. It reflects a complex configuration of demands for institutional arrangements that support environmentally sustainable technical and socioeconomic change. One of the most consistent of the Agenda 21 themes, and one of the most intractable issues, concerns “access to technology.” This can be as straightforward as diagnosing and improving the efficiency of a production process in a small manufacturing firm, or as complex as engineering a technological revolution in which production and consumption take place with virtually no material or energy loss to the environment. The selection of entry points for action is a critical strategic problem as well as an important operational issue. In this paper I identify and describe new initiatives intended to improve the environmental performance of industry in the South, and find that they largely aim to promote incremental industrial innovation through international technology transfer and diffusion. This strategy raises many questions about how to promote effective technology transfer and diffusion. (shrink)

Most of us came into ecology with memories of special personal places. A cliff top that Claude Monet might have painted. Allen as a youth spent his holidays on the Dorset Coast near Swanage; he can still smell the sea breeze of his childhood. Curtin grow up on a farm in southwestern Wisconsin, the dew of the grass and the bright green on a June morning remains vivid. The catching of reptiles and insects for him awakened a curiosity about the (...) natural world that has remained to this day. But once into the field there came the scholarship. With ever tighter grant monies, the pressure to publish takes so much of the fun out of it. A climate of unbridled careerism prevails and shows itself in the incremental state of the literature: little things to list on this year's activities report. There are now even predatory journals that cynically do not seriously review submissions, and only collect page charges. As journal editors have a desperate time getting reviews done by mature scholars, instead of a hand off to their overworked graduate students. So what is to be done - how can we bring the joy and importance of discovery back into it all? After all ecology is done by human beings. Mostly it is a personal mission, for what great ecologists write is frequently personal and life changing. So an undercurrent of this book is to remind and reveal the original purpose of science. Not professional advancement, but the genuine search for novel ideas and the imperative to share hard won insights and personal passions. (shrink)

Burke approaches man in terms of human actions. His key concepts--elucidated at length in A Grammar of Motives --are act, scene, agent, agency, and purpose. Men are viewed as agents acting in a scene and using some agency for the accomplishment of some purpose. This is a "field" orientation of the sort found in George H. Mead's "philosophy of the act," in Edward C. Tolman's "purposive behaviorism," and in Talcott Parson's concept of "action-system." Burke makes many references to Mead, and (...) his approach to man is very similar to Mead's in its stress upon the act, upon man as a symbol-using agent, and upon the forms of "identification" which role-taking makes possible. The focus of Burke's attention is, however, upon man's literary products as a mirror in which to behold the forms and complexity of human motivation. He is in effect telling us--and showing us--the importance of the study of man's most complex symbolic acts as a way of enriching our understanding of human nature. In the Rhetoric, humanistic material is penetratingly analysed in a way which supplements and broadens the conception of man gained from more narrowly scientific studies. In his discussion of the range and the principles of rhetoric Burke considers Cicero, Aristotle, Augustine, Bacon, Bentham, Marx, Carlyle, Empson, Veblen, Diderot, La Rochefoucauld, De Gourmont, Pascal, Ovid, Machiavelli, and Dante. Of his analyses of literary works the pages on Castiglione, Shakespere, Kafka, and Kierkegaard are very fine. That no student of man should neglect this humanistic material or this mode of linguistic analysis is convincingly attested by Burke's achievements. (shrink)

It is not, however, either strictly a handbook or a complete exploration of either art education policy or research. This in no way diminishes its potential value as a source for policy issues and research that are of significant concern to the field.The publication presents 36 individual or joint authored chapters on (1) historical currents in art education, (2) policy perspectives impacting the teaching of art, (3) learning in the visual arts, (4) teaching and teacher education, (5) forms of assessment in art education, and (6) emerging visions of the field. Each of the six sections begins with a short introductory statement by the researcher responsible for reviewing the essays in that session. These section editors include F. Graeme-Chalmers, Ralph Smith, Anna Kindler, Enid Zimmerman, Elisabeth Soep, and Arthur Efland. Forty-one authors contributed to the book's contents, all of which have nationally recognized expertise in handling the topic discussed.Editors Elliot Eisner and Michael Day view the book as an effort to bring together research and theory, policy, and concepts that guide and give shape to what people in art education try to accomplish—which is, of course, a rather ambitious goal. Even the editors admit the Handbook meets some but not all of these competing orientations. They also claim that the Handbook serves as an assertion that art education is a scholarly field, perhaps even to a fault through mostly ignoring qualitative issues regarding goals, expressive art form, and aesthetics. Also, the editors admit that the Handbook will be a disappointment, which is true, especially with respect to its emphasis on rationales rather than policy problems, on assessment appreciation rather than policy and research, on assessment in art education history as a record of events rather than as policy windows, and on emerging visions as older forms of social and political discourse rather than policy issues, implementation, and evaluation.Nevertheless, the Handbook addresses a number of important policy issues, providing well-developed and valuable views of the field by a variety of important authors and, in some cases, with some rarely seen insights into the nature of the field. I will only review the most salient ideas of the chapter authors in each of the six sections and then comment on what I believe are promising, and sometimes somewhat troubling, directions pointed out in the chapters, including what promises have not been fulfilled. Cloth, $75.00.Until William Bartley’s rediscovery and reconstruction of Dodgson’s lost Part II of Symbolic Logic, Lewis Carroll’s reputation in (...) logic, when taken seriously, rested upon his few published articles on logical paradoxes and puzzles, while his published books, The Game of Logic and Symbolic Logic, were regarded as suitable perhaps as pedagogical tools, but dismissed otherwise as amusements, on a par with the Alice works. Richard Braithwaite asserted (“Lewis Carroll as Logician”) that “Carroll regarded formal and symbolic logic not as a corpus of systematic knowledge about valid thought nor yet as an art for teaching a person to think correctly.” He suggested that Dodgson used his pseudonym for his popular and whimsical writings, reserving his legal name only for his serious mathematical products. Philosophers practicing linguistic analysis in their assault on nonsense deriving from misuse of language meanwhile developed an interest in Carroll (e.g. George Pitcher, “Wittgenstein, Nonsense, and Lewis Carroll”). Abeles, on the contrary, stresses the seriousness of Dodgson’s pedagogical and popularizing mission (195–99).Bartley’s discovery opened the door for reevaluating Dodgson as a serious logician, and Abeles has been in the forefront of that reevaluation. Her general introduction and introductions to the main divisions of this collection of Carroll’s publications (and additional material from his Nachlass and a handful of publications of others, composed in response to Carroll’s published articles) place his serious logical work and its significance in historical perspective, providing a deeper, more sophisticated view than found in Bartley’s “Editor’s Introduction” to Lewis Carroll’s Symbolic Logic. Abeles also offers brief introductions to the individual entries, which describe their physical characteristics and circumstances of composition.Dodgson aligned with the majority of those British logicians of his day, starting with George Boole, who understood formal logic to be Aristotelian syllogistic, and symbolic logic to be syllogistic logic expressed algebraically. His notational innovation was employing indices to terms so that, independently of the arrangement of terms, propositions could easily be read; thus, “xy0” can be read as “no x are y” or “no y are x” and “x1y0” as “all x are not y” or “no x are y”. Nicholas Griffin has brought his customary expertise to the project, and in (...) snaring fourteen other contributors to this volume, has produced a welcome addition to an academic's library of Russell materials.The shape of the volume, its contents and its presentation, however, unfortunately reflect the lopsided nature of current Russell studies. One hopes for a companion volume that has the breadth of the earlier volume edited fifty years ago by Paul Schilpp, but in vain. This book is overwhelmingly about Russell before 1918, almost entirely about philosophy of mathematics, epistemology and logic, and several of the pieces easily could have been included in a festschrift for Frege instead.What is included is well done, but to call it "the most convenient and accessible guide to Russell available" is to speak in comparative terms. To be fair, it sets out to focus on a narrow definition of Russell's contributions to modern philosophy, and the contributors accomplish this task. Ian Grattan-Guinness writes on "Mathematics in and behind Russell's Logicism, and its Reception," a subject that continues into "Bertrand Russell's Logicism" by Martin Godwyn and Andrew D. Irvine. The roots of analytic philosophy are of primary concern in this volume, so Richard L. Cartwright explores "Russell and Moore, 1898-1905" and Michael Beaney relates "Russell and Frege." "The Theory of Descriptions" by Peter Hylton sets up two pieces on "Russell's Substitutional Theory" (Gregory Landini) and "The Theory of Types" (Alasdair Urquhart), while Paul Hager's "Russell's Method of Analysis" leads into "Russell's Neutral Monism" (R.E.Tully) and "The Metaphysics of Logical Atomism" (Bernard Linsky).The next portion of the book expands the intellectual focus somewhat, with "Russell's Structuralism and the Absolute Description of the World" by William Demopoulos—perhaps [End Page 349] the best in a series of good papers—and "From Knowledge by Acquaintance to Knowledge by Causation" by Thomas Baldwin. Approaching the end of the book, Anthony Grayling's essay on "Russell, Experience, and the Roots of Science" remains firmly planted in the pre-1918 milieu, though his tentative commentary on Human Knowledge at least glimmers the extension of Russell's intellectual life into the post-Great War period.Effectively the entire second half of Russell's life is left to the final contributor, Charles Pidgen, for commentary. Author of Russell on Ethics, much of Pigden's short essay here ("Bertrand Russell: Moral Philosopher or Unphilosophical Moralist?") somewhat plaintively directs the reader to his book for an elaboration of why Russell is worth reading after 1918, at least on the subject of ethics. Of the other authors, only Hager (317) observes the extent to which Russell's post-War work mistakenly has been ignored.The book concludes with a selective bibliography. The audience, for the most part, is a specialist one, with only some essays accessible to the general reader. On that score, Griffin's introduction and his own essay, "Russell's Philosophical Background," are easily the most readable. At the risk of quibbling, I was disturbed by the uneven production of the book, as each author set his own standard for footnotes, endnotes and bibliography (creating a jumble of styles). Even within individual contributions, there are a number of inconsistencies in notation as well as typographical errors.By the end, I was left hoping there might be a second companion volume for Bertrand Russell, one that reflects what he spent the last fifty years of his life thinking, writing, and doing. Lexington Books, 2023.Looking at current scholarship and opinion in American philosophy, one can easily conclude that there has been much more work done on studying the history of pragmatist philosophy than there has been on what pragmatist philosophy can give to the study of history. Ever since the resurrection of interest (...) in pragmatism in the late twentieth century, we have seen a range of publications offering new interpretations for the ideas of the classical pragmatists, as well as important new applications for philosophical pragmatism and the moving to center stage of historically sidelined individuals and groups. What we have seen relatively little of, however, aside from a 2016 symposium in the European Journal of Pragmatism and American Philosophy, is sustained engagement with the question of what a classically pragmatist approach to historical inquiry might contribute, entail, or imply. It is this important niche in the ecosystem of American philosophy that Marnie Binder's A Pragmatist Philosophy of History seeks to partially fill in.Binder, who is perhaps best known for her past writings on José Ortega y Gasset, is at pains from the start to indicate both the humility and the utility of her project. As befits the tradition, there are no grandiose philosophical pretensions here, with the "goal in presenting a pragmatist philosophy of [End Page 112] history" merely being "to add another apparatus to the toolkits of the philosopher and the historian," an extra perspective that is "meant to complement other methodologies" (xi; emphasis in original), as she explains in her introduction. At the same time, pragmatism can offer something distinctive, firstly through asking the pragmatic question of what difference is meant by the accepting of particular presumed facts as being true, and secondly, being able to better understand why certain historical details have relevance, value, and meaning for us as a result of answering the first question. A pragmatist philosophy of history is helpful then, Binder maintains, as it "is in a unique position to bridge the speculative analytic divide" (xiii), and her approach to doing this is to draw upon the resources found in the works of a succession of the familiar classical pragmatists, building toward a synthesis and a cashing out of insights in her concluding reflections.Structurally the work consists of an explanatory introduction followed by six chapters, each dedicated to a particular pragmatist and their insights, leading finally to an extended concluding section drawing the component parts together and answering possible objections to the project. Pragmatism, as Binder recognizes, is seldom thought of as a historically orientated philosophy, but she argues that for each of these thinkers—William James, John Dewey, F. C. S. Schiller, Charles Sanders Peirce, George Herbert Mead, and Jane Addams—there is at least the germ of a philosophy of history that can be unearthed and developed, eventually helping to inform understanding of what is needed to bring a pragmatist ethics into practical reality, the last of which is manifested primarily by Addams. Thus, the treatment of William James in chapter 1 homes in on James's psychological insights into the way that experienced reality forms a temporal continuum; our consciousness necessarily selects from the experiences of the past, ascribing interpretations and assuming levels of facticity and relevance, since no individual can know all the facts or select among them with perfect impartiality. The continuum will be one that speaks to the inquirer's concerns with accuracy, practicality, meaningfulness, and coherence, as all knowledge comes about through temporal processes, and since past events are continuously added to and can be continuously reinterpreted, it can have no real or ultimate beginning or end. Accordingly, for a Jamesian pragmatist account, the "continuum of history is the way in which we construct a meaning for history of the connected past experiences with the present and in view of the future—this is what we call 'history'" (7; emphasis in original), and Binder draws upon José Medina's recent work to further illuminate how such history can and will be continuously critically reconstructed. It has long been recognized that cancer onset and progression represent a type of reversion to an ancestral quasi‐unicellular phenotype. This general concept has been refined into the atavistic model of cancer that attempts to provide a quantitative analysis and testable predictions based on genomic data. Over the past decade, support for the multicellular‐to‐unicellular reversion predicted by the atavism model has come from phylostratigraphy. Here, we propose that cancer onset and progression involve more than a one‐off multicellular‐to‐unicellular reversion, and are (...) better described as a series of reversionary transitions. We make new predictions based on the chronology of the unicellular‐eukaryote‐to‐multicellular‐eukaryote transition. We also make new predictions based on three other evolutionary transitions that occurred in our lineage: eukaryogenesis, oxidative phosphorylation and the transition to adaptive immunity. We explore the technical details and historical evolution of Charles Peirce's articulation of a truth table in 1893, against the background of his investigation into the truth-functional analysis of propositions involving implication. In 1997, John Shosky discovered, on the verso of a page of the typed transcript of Bertrand Russell's 1912 lecture on ?The Philosophy of Logical Atomism? truth table matrices. The matrix for negation is Russell's, alongside of which is the matrix for material implication in the hand (...) of Ludwig Wittgenstein. It is shown that an unpublished manuscript identified as composed by Peirce in 1893 includes a truth table matrix that is equivalent to the matrix for material implication discovered by John Shosky. An unpublished manuscript by Peirce identified as having been composed in 1883?1884 in connection with the composition of Peirce's ?On the Algebra of Logic: A Contribution to the Philosophy of Notation? that appeared in the American Journal of Mathematics in 1885 includes an example of an indirect truth table for the conditional. The Rise of Chance in Evolutionary Theory: A Pompous Parade of Arithmetic explores a pivotal conceptual moment in the history of evolutionary theory: the development of its extensive reliance on a wide array of concepts of chance. The concept of “progress” in evolutionary theory and its relationship to a putative notion of “Progress” in a global, normatively loaded sense of “change for the better” have been the subject of debate since Darwin admonished himself in a marginal note to avoid using the terms ‘higher’ and ‘lower.’ While an increase in some kind of complexity in the natural world might seem self-evident, efforts to explicate this trend meet notorious philosophical difficulties. Numerous historians pin the Modern Synthesis as a (...) pivotal moment in this history; Michael Ruse even provocatively hypothesizes that Ernst Mayr and other “architects” of the Synthesis worked actively to eliminate Progress from evolutionary biology’s scientific purview. I evaluate these claims here with a textual analysis of the journals Evolution and Proceedings of the Royal Society B (a corpus of 27,762 documents), using a dynamic topic modeling approach to track the fate of the term ‘progress’ across the Modern Synthesis. The claim that this term declines in importance for evolutionary theorizing over this period can, indeed, be supported; more tentative evidence is also provided that the discussion of ‘progress’ is largely absent from the British context, emphasizing the role of American paleontology in the rise and fall of ‘progress’ in 20th-century evolutionary biology. In traditional approach there are two opposite theses: 1) names are conventional; 2) names are regarded as natural. The concept of “progress” in evolutionary theory and its relationship to a putative notion of “Progress” in a global, normatively loaded sense of “change for the better” have been the subject of debate since Darwin admonished himself in a marginal note to avoid using the terms ‘higher’ and ‘lower.’ While an increase in some kind of complexity in the natural world might seem self-evident, efforts to explicate this trend meet notorious philosophical difficulties. Numerous historians pin the Modern Synthesis as a (...) pivotal moment in this history; Michael Ruse even provocatively hypothesizes that Ernst Mayr and other “architects” of the Synthesis worked actively to eliminate Progress from evolutionary biology’s scientific purview. I evaluate these claims here with a textual analysis of the journals _Evolution_ and _Proceedings of the Royal Society B_ (a corpus of 27,762 documents), using a dynamic topic modeling approach to track the fate of the term ‘progress’ across the Modern Synthesis. The claim that this term declines in importance for evolutionary theorizing over this period can, indeed, be supported; more tentative evidence is also provided that the discussion of ‘progress’ is largely absent from the British context, emphasizing the role of American paleontology in the rise and fall of ‘progress’ in 20th-century evolutionary biology. Plato's late dialogues have often been neglected because they lack the literary charm of his earlier masterpieces. Charles Kahn proposes a unified view of these diverse and difficult works, from the Parmenides and Theaetetus to the Sophist and Timaeus, showing how they gradually develop the framework for Plato's late metaphysics and cosmology. The Parmenides, with its attack on the theory of Forms and its baffling series of antinomies, has generally been treated apart from the rest of Plato's late work. (...) Kahn shows that this perplexing dialogue is the curtain-raiser on Plato's last metaphysical enterprise: the step-by-step construction of a wider theory of Being that provides the background for the creation story of the Timaeus. This book proposes a new paradigm for the interpretation of Plato's early and middle dialogues. Rejecting the usual assumption of a distinct 'Socratic' period in the development of Plato's thought, this view regards the earlier works as deliberate preparation for the exposition of Plato's mature philosophy. Differences between the dialogues do not represent different stages in Plato's own thinking but rather different aspects and moments in the presentation of a new and unfamiliar view of reality. Once the fictional character of (...) the Socratic genre is recognised, there is no reason to regard Plato's early dialogues as representing the philosophy of the historical Socrates. Philosophy of science is expanding via the introduction of new digital data and tools for their analysis. The data comprise digitized published books and journal articles, as well as heretofore unpublished material such as images, archival text, notebooks, meeting notes, and programs. The growth in available data is matched by the extensive development of automated analysis tools. The variety of data sources and tools can be overwhelming. In this article, we survey the state of digital work in the philosophy of (...) science, showing what kinds of questions can be answered and how one can go about answering them. (shrink)

Recent arguments concerning the nature of causation in evolutionary theory, now often known as the debate between the 'causalist' and 'statisticalist' positions, have involved answers to a variety of independent questions – definitions of key evolutionary concepts like natural selection, fitness, and genetic drift; causation in multi-level systems; or the nature of evolutionary explanations, among others. This Element offers a way to disentangle one set of these questions surrounding the causal structure of natural selection. Doing so allows us to clearly (...) reconstruct the approach that some of these major competing interpretations of evolutionary theory have to this causal structure, highlighting particular features of philosophical interest within each. Further, those features concern problems not exclusive to the philosophy of biology. Connections between them and, in two case studies, contemporary metaphysics and philosophy of physics demonstrate the potential value of broader collaboration in the understanding of evolution. Max Horkheimer and Theodor W. Adorno famously argued that ‘myth is already enlightenment, and enlightenment reverts to mythology.’ Although much scholarship has analyzed and built upon Horkheimer and Adorno’s insight, it has often conflated myth with another concept: epic. By closely reading Horkheimer and Adorno’s Dialectic of Enlightenment, this article disentangles the two concepts and elucidates key features of myth. Sacrifice, it argues, stood at the centre of myth, connecting and organizing its other dimensions. Next, the article reconstructs the lineage (...) of Horkheimer and Adorno’s account of myth and sacrifice in the fields of anthropology, ethnology, and sociology. Specifically, Horkheimer and Adorno drew on analyses of sacrificial rites in these disciplines to argue that sacrifices constituted a transaction between worshipers and gods and, therefore, established control, disempowerment, and fraud. Finally, the article takes up Horkheimer and Adorno’s task of tracing the conduits between myth and enlightenment by identifying parallel features of sacrifice and modern wage labor. To conclude, the article indicates the significance of mythical sacrifice by connecting its analysis of wage labour to contemporary theorizing about the ‘theological dimensions of capitalism.’ Together, these arguments show the centrality of Dialectic to theories of myth as conceptual tools and critical resources. Conventional wisdom has had it that the naturalist Alfred Russel Wallace and his colleague Henry Walter Bates journeyed to the Amazon in 1848 with two intentions in mind: to collect natural history specimens, and to consider evidential materials that might reveal the causal basis of organic evolution. This understanding has been questioned recently by the historian John van Wyhe, who points out that with regard to the second matter, at least, there appears to be no evidence of a “smoking gun” (...) variety proving it so. In the present essay the circumstances of Wallace’s interest in the matter are reviewed, and van Wyhe is taken to task with alternate explanations for the facts he introduces in his argument. The conclusion is that Wallace almost certainly did have the second objective in mind when he left for both the Amazon, and the Far East. Philosophers of science often make reference — whether tacitly or explicitly — to the notion of a scientific community. Sometimes, such references are useful to make our object of analysis tractable in the philosophy of science. For others, tracking or understanding particular features of the development of science proves to be tied to notions of a scientific community either as a target of theoretical or social intervention. We argue that the structure of contemporary scientific research poses two unappreciated, or at (...) least underappreciated, challenges to this concept of the “scientific community” in the philosophy of science. In particular, we will present two case studies from robotics research, broadly construed, which show that (1) the boundedness of the scientific community is threatened when private citizens can develop scientific and technological advances at minimal expense (democratization), and (2) the discreteness of scientific research programs is threatened by the complexly interrelated environment of contemporary scientific work (interconnectivity). Taken together, the extent of democratization and interconnectivity present a significant challenge for any practically oriented philosophy of science, one which we hope will be taken on directly by philosophers in the future.
